Here's 5-star basketball recruit Carlton Bragg on Thursday ... intending to announce his commitment to play for the University of Kansas at a media event.

He grabbed a Kansas hat. He had alerted all the Kansas people ... but when it came time to actually open his mouth and talk -- things didn't exactly go as planned.

Bragg immediately realizes what he says ... and his reaction is priceless.

Former FBI Director Robert Mueller has just released his report about his 4-month investigation into the NFL's handling of the Ray Rice situation ... and essentially says the NFL dropped the ball.

"We concluded there was substantial information about the incident even without the in-elevator video –indicating the need for a more thorough investigation."

"The NFL should have done more with the information it had," Mueller said.

Mueller also called BS on an Associated Press report which claimed a female employee received the video before it was published on TMZ Sports.

"Responding to a news story that a woman at the NFL confirmed receipt of the video in the April 9 call, investigators traced every outgoing phone call from the NFL, and took several other investigative actions that are detailed in the report.

"The investigators interviewed every female employee, contractor or vendor whose electronic badge recorded that she was in the league's main office on that day. Each was asked whether they made such a call or had any knowledge about the receipt by the NFL of an in-elevator video of the Rice incident."

Mueller says his investigators spoke with more than 200 NFL employees and searched more than 400 computers but didn't find a single digital trace or sign of the in-elevator video before we published it on TMZ Sports.

The report also says, "League investigators did not contact any of the police officers who investigated the incident, the Atlantic County Prosecutor’s Office, or the Revel to attempt to obtain or view the in-elevator video or to obtain other information."

Mueller says investigators also set up an anonymous tip line for NFL employees -- but "we received no calls."

Commissioner Roger Goodell said in a statement, "While this investigation has now concluded, our focus on the underlying issues and our commitment to positive change remain as strong as ever. We have all learned a great deal in the past months and expect to be judged by how we lead going forward on issues of domestic violence and sexual assault."

Residents in Inglewood, CA are prepping for a REAL ESTATE BOOM if the owner of the L.A. Rams gets approval to build a new 80,000 seat stadium ... TMZ Sports has learned.

We know at least two homeowners association groups are holding meetings with residents this week with one clear message -- don't sell your homes!!!

As one resident tells us ... "They told us that with the Rams coming over to Hollywood Park, our property values will definitely go up."

Of course, the Rams-to-L.A. move is not a done deal yet (it will still need voter approval) ... but owner Stan Kroenke has announced plans to build a new stadium in Inglewood -- and he seems dead set on moving the team over ASAP.

The Mayor of Inglewood is fired up about the potential move as well ... earlier this week he told residents a new stadium could revolutionize the city, which has struggled with a less-than-stellar reputation over the years.

"The proposal [to build the stadium] if approved is another step along the way to potentially moving Inglewood from a City on the rise to a top tier metropolis," Mayor James T. Butts said.

This could be the perfect storm for Inglewood ... in addition to the NFL possibility, Google is moving in to a massive 12 acre compound just a few miles away which will further fuel prices in the Inglewood housing market.

Sorry ladies, Tampa Bay Bucs wide receiver Mike Evans is officially off the market ... 'cause he just got engaged -- and proposed with a pretty solid diamond ring!

Evans -- who just finished up one helluva rookie season -- popped the question to Ashli Dotson in late December ... right around Xmas and Ashli's 21st birthday.

The two met back in 2013 while Mike was playing ball at Texas A&M ... and things got serious between the two in February 2014 ... when she announced the relationship on social media.

No word on when the two plan on tying the knot.

Ex-NFL coach Jim Fassel wasn't talkin' crazy when he said Andrew Luck could be the best QB to ever play the game ... so says Billy Bob Thornton who tells us #12 has insane potential.

Billy Bob was out in Nashville when he told us Peyton Manning is still his favorite quarterback of all time -- but explains that when it comes to the future, he's a big believer in Luck.

It got all "Stomp the Yard" in the Staples Center last night ... when Clippers owner Steve Ballmer busted out some EPIC dance moves during the game ... and Magic Johnson LOVED IT!!!

Sure, he was a headache in college ... but the NFL could actually help Jameis Winston get his act together off the field ... so says Jacksonville Jaguars star Marcedes Lewis.

Lewis -- who's been in the league for 9 seasons -- was out in L.A. Wednesday and told us he believes in the various programs the NFL has in place to help provide "guidance" to young players.

"He's young. You expect him to make mistakes," Lewis said ... "The NFL, they have certain programs to help guide him through, so he'll be fine."

Of course, Winston decided to forego his junior season at FSU and declare for the upcoming draft because he's expected to be a first round pick.

The Chicago Bears player who was arrested for DUI Wednesday told police he was going nearly 100 mph on the Interstate because he was late for a parent/teacher conference ... this according to the police report obtained by TMZ Sports.

According to the report, Tim Jennings was arrested around noon in Gwinnett County, GA ... when an officer saw the 31-year-old hauling ass in a white Mercedes.

During the stop, the cop says he could smell booze on Tim's breath ... and wanted to perform field sobriety tests.

But according to the report, Jennings was ADAMANT he wasn't drunk -- telling the cop he had stopped drinking about 10 hours before the stop (2AM).

The cop asked Jennings if he had brushed his teeth or used mouthwash to cover up the scent -- and Jennings replied, "What kind of question is that?"

The officer shot back, "Sir, you can brush your teeth and still have the smell of alcohol on your breath, you know that."

The cop says Tim admitted to speeding and said he was running late for a parent/teacher conference for his 2-year-old child.

Jennings refused to take a breathalyzer but bombed several other field sobriety tests and was eventually arrested for DUI, speeding and reckless driving.

Bottom line -- Scandrick says it'll all work itself out "in due time."

Well, turns out ... she was right -- because Shaq just appeared on "What's Trending Live" from the Samsung Smart Lounge at C.E.S. and told host Shira Lazar he's leaning toward "yes."

"She's a beautiful girl," Shaq said ... "I may do it as a favor for her."

Michael Sam is leaving the harsh world of NFL rejection behind him ... jaunting off to Europe for a fun-filled kissy-faced vacation with his BF Vito.

The love birds have been posting pictures to Instagram like crazy from spots like Madrid, Rome and most recently The Vatican on a multi-country trip to celebrate Sam's 25th birthday.

Sam believes the fact he's openly gay is a factor as to why he's not on an NFL roster -- but it's clear he refuses to compromise the way he lives his life for a shot to make it in the league.
