Usain Bolt ain't THAT fast ... he is NOT racing down the aisle to get married -- despite a photo going viral -- TMZ Sports has learned.

The pic shows Usain and Kasi Bennett in Bora Bora -- freshly lei'd -- with a Snapchat caption, "She said yes." Well, that's only half true.

Brock Turner is fuzzy on the details of the girl he sexually assaulted ... according to the form he had to fill out about his crime.

Brock completed the questionnaire as part of his sex offender registration process -- which he did Tuesday -- and as you can see ... he doesn't remember much when he comes to describing his victim.

He does recall she had black hair, but simply lists her race as "American." Check out the form for yourself -- it's bare, but revealing.

Also, the Greene County Sheriff is sending notification to Turner's neighbors which details the sexual assault.

Ezekiel Elliott will not face any charges for allegedly assaulting his ex-girlfriend ... TMZ Sports has learned.

The Columbus, OH City Attorney says there were inconsistent details about what the woman claimed were 5 separate incidents from July 17 to July 22 -- and as a result prosecutors felt there wasn't enough evidence to bring a case against the Cowboys running back.

The City Attorney says Elliott and his attorneys fully cooperated with the investigation. In his statement to police, Elliott said the woman told him, "I am going to ruin your career, you have messed with the wrong person!"

Prosecutors released a bunch of photos showing bruises on the woman, which she claimed Elliott inflicted. The City Attorney Office says it tried to determine the source of the injuries.

They're not saying it, but it appears prosecutors couldn't find enough evidence to pin it on Elliott. According to docs, Elliott told police the bruises were from a fight she'd had with someone else at a nightclub.

Elliott has always maintained the woman was NOT a girlfriend ... just someone with whom he had a "sexual relationship."

Brock Turner was only home a minute before the wrath in his Bellbrook community surfaced ... in the form of an egging.

The Sugarcreek Township Police Department did a house check on Brock's parents' home late Monday night and discovered it had been egged with at least a carton.

According to the incident report -- obtained by TMZ -- officers found broken eggs and an egg carton on the sidewalk, in front of Brock's residence.

Ex-49er fullback Bruce Miller isn't the type of person who'd punch an elderly man ... at least according to Miller's H.S. coach ... who says his former star is "a great kid."

Miller allegedly beat up a 70-year-old man in a San Francisco hotel room this weekend ... before being arrested for aggravated assault, elder abuse, threats and battery.

TMZ Sports spoke to Coach Mike O'Brien -- Smith's coach at Woodstock High School from '04-'05 -- about the heinous allegations against Miller.

O'Brien -- who keeps in touch with Miller and last talked to him a few weeks ago -- tells us, "He's a great kid. Comes from a good family. Cares about people. That's not the kid I know. It doesn't sound like something he'd do."

Coach O'Brien says his primary concern right now isn't Miller's football career (he was cut by the 49ers) ... it's his life.

Keshia Knight Pulliam is accusing her estranged husband, Ed Hartwell, of not ponying up money he agreed to pay her ... now she's asking the court to find him and lock him up until she gets it.

Keshia claims she and the former NFLer signed an agreement shortly after he filed for divorce ... which required him to cut her a check. She says it never happened, despite repeated attempts to collect.

According to the docs ... the amount she's supposed to get is confidential, but she's so pissed she wants Ed behind bars.

Lakers star D'Angelo Russell was on the OTHER side of an embarrassing video this past weekend ... getting straight DENIED from a super hot Hollywood party spot.

D'Angelo and a couple other NBAers (tried to) hit up Warwick nightclub Saturday night ... but as you can see in our video ... the young Lakers ace didn't make it inside.

Sources that witnessed Russell get Mutombo'd say the reason why he didn't make it inside is 'cause he's 20 ... and Warwick is a 21 and up joint.

Brock Turner has a clear path to getting a college degree, but it won't be anything like Stanford.

We did some checking and there are several colleges in the Ohio area where he's living with his parents that will admit him, despite his sexual assault conviction.

Clark State Community College -- located about half an hour from his parents' home -- requires a high school diploma, and as long as he graduated from an Ohio high school, which he did, he's eligible for admission. There are no restrictions regarding crimes the applicant may have committed.

The school is certainly a bargain compared to Stanford ... it's $260.66 a unit. An academic year runs around $3,700. Of course, he won't get a B.A. since it's a 2 year school.

We also contacted Central State University, a 4 year school, and HBCU. Officials at the school hedged on whether they would accept his application, but said if they did they would post notices on campus identifying sex offenders.

Pro wrestler Scott Hall was disqualified from a T.G.I. Friday's for being drunk, rowdy and disrespectful to the bartender.

A witness tells us Hall was at the Friday's in the Atlanta airport on Saturday ... drinking Coors Lights and tequila shots. He allegedly hit on the bartender and called her a bitch, and that's when trouble started brewing with the bartender's father ... who was at the bar.

We're told Hall didn't believe the guy was really her dad, and a manager stepped in and asked him to leave -- when he refused, someone called cops.

Law enforcement sources tell us officers responded to the intoxicated person call. They recognized Hall as his former wrestling alter ego, Razor Ramon ... shook his hand and calmed the situation. You can see in the video though, Scott didn't want to give up his beer easily.

We're told Scott left without further incident and no police report was filed.

Hall has a history with booze and drug abuse, but has said he's been sober recently. We've reached out to his rep.

Shaunie O'Neal is giving her ex-husband, Shaq, a little automotive advice ... pump your brakes, big fella ... saying guaranteeing both their kids make the NBA is too much pressure to put on the boys.

The Diesel made the big boast to us last week ... saying 16-year-old HS hoops superstar Shareef O'Neal AND his little brother 13-year-old Shaqir were LOCKS to hoop in the NBA one day.

We got Shaunie O'Neal out at LAX recently and asked her thoughts on The Diesel's big prediction ... and she sung a little different tune than Shaq did.

Johnny Manziel vowed to his mom and dad that he'd graduate from college ... and that's why he re-enrolled at Texas A&M ... the former NFL QB tells TMZ Sports.

We asked Johnny -- who left college after 3 years to enter the NFL draft in '14 -- about reports he'd signed up for classes at his alma mater.

Johnny confirmed he has already started class ... saying he "enrolled not too long ago."

But why go back?

"I'm trying to get back to my roots. I need to get my degree like I told my parents I would," Manziel told us.

No word on the how many classes J.M. needs to graduate ... or if attending school will affect his pursuit of a return to the NFL.

Brock Turner has registered as a sex offender ... part of his punishment for sexual assault.

TMZ has obtained the registration, filed in Greene County, Ohio, near his parents' home in Bellbrook.

Turner does not list any schools or jobs under the "Other Known Addresses" tab. He'll be required to add the info if he goes to school or gets a job.
