The investigation into Ben Roethlisberger's sexual assault case has been turned over to the District Attorney.

TMZ confirmed Milledgeville Police and the Georgia Bureau of Investigation turned over their investigation results to DA Fred Bright this morning.

Yesterday, Milledgeville cops told TMZ they never got the follow-up interview with Big Ben that they wanted.

The DA will now decide if charges will be filed against the Pittsburgh Steelers QB.

Chicago Bulls center Jerome James is accused of dropping the ball when it came to paying off a 6.91 carat diamond engagement ring -- and now the jeweler is out for revenge.

In the civil suit, filed in L.A. Superior Court today, Lemmerman's Inc. claims James bought a $70,000 engagement ring in 2008. The jeweler claims Jerome paid $50,000 up front and promised to pay the balance.

And there's more -- according to the docs, Lemmerman's maintained a credit account for James ... who allegedly racked up a grand total of $96,000 in bling-related purchases.

The jeweler claims the seven-foot Bulls backup hasn't made a payment since January 2009.

Fun fact: Jerome James ruptured his Achilles tendon in January 2009, and hasn't played one minute for the Bulls this season.

The Ben Roethlisberger sexual assault investigation is complete ... except for one Big thing.

Milledgeville Police Chief Woodrow Blue tells TMZ they've completed their investigation -- including a follow-up interview with the alleged victim -- but they'd still like to button it up with a follow-up interview with Big Ben. Problem is -- Ben's not talking.

So assuming Ben exercises his right to remain silent, the Chief is still kosher with the case -- kinda sorta. We asked Chief Blue if he's satisfied, and he said, "Yeah, I guess."

Ben's lawyer isn't talking about why Ben isn't talking.

As for when a decision will be made on whether to prosecute the Pittsburgh Steelers QB, we're told the Georgia Bureau of Investigation will make that call ... "soon."

Steve Andrews -- who appeared on the MJ Morning Show yesterday -- claims the FBI has already approached the man responsible for the threats ... but wouldn't comment on the status of the criminal investigation.

According to Steve, the emails won't have any effect on Erin's performance on "Dancing with the Stars" saying, "Erin is shaken, but she's tough."

Tiger just finished a press conference moments ago, where he took questions for the first time since his sex scandal broke -- and said Elin wouldn't be attending the tournament.

Though Woods repeatedly talked about going to rehab, he refused to say what he specifically went for -- but said "I was lying all the time" and needs to be "a better man going forward."

The President was really off base on this one.

Oh yeah ... Fred Couples was there too.

TMZ broke the story that sexual as well as violent emails targeting Erin have been sent to "The Dan Patrick Show" since last September.

Law enforcement sources have given TMZ specifics about the threats to Erin, who is currently a contestant on "Dancing with the Stars."

March 29, 2010 -- "Dear Dan: I hope Erin Andrews gets murdered in L.A."

March 26, 2010 -- "I hope she gets shot in the face. I would love to see if she can dance away from a hail of gunfire. That would really make my day."

March 14, 2010 -- "I would love to get close enough to her to show her my suicide vest."

And, sources say, there are emails that pose even more of a direct threat to Erin.

We are told the FBI knows the identity of the man who sent the emails. In fact, the man didn't even try hiding his identity in the emails.

It's the only girl he's allowed to pick up these days.

TMZ has learned the emails targeting Erin Andrews were initially sexual and then turned extremely violent -- in one case the writer threatened to gun her down in L.A.

Sources say the emails to "The Dan Patrick Show" began September 16, 2009 -- the email that day was sexual in nature.

That email was followed by sexual emails on October 5, October 28, November 16, and December 2.

Beginning on March 14, the emails turned violent ... and continued on with two on March 29 and one on March 31.

The threatened violence escalated in each email.

There was yet another sexual email on March 22, in between the violent ones.

Many of the emails were sent during the criminal case of Erin's stalker, Michael David Barrett.

Cleveland Browns defensive lineman Shaun Rogers pled not guilty to a concealed weapons charge on Saturday.

The charge carries a maximum penalty of 18 months in prison.

Rogers was arrested on Thursday after he allegedly tried to board a plane in Cleveland with a loaded gun in his bag.

He told police he forgot the gun was in his bag.
