Lil Wayne Bus Shooting Alleged Shooter Cops Plea Deal

The guy accused of shooting at Lil Wayne's bus in 2015 has copped a pretty sweet plea deal ... but we're told he's not getting out of jail just yet.

Jimmy Winfrey has pled guilty to 2 counts of violation of the Street Gang Terrorism and Prevention Act ... this according to new legal docs obtained by TMZ. As part of the deal, prosecutors have dropped a slew of other charges -- 4 counts of violation of the RICO Act, 6 other counts of violation of the Street Gang Terrorism and Prevention Act, 12 counts of aggravated assault, 2 counts of criminal damage to property in the first degree and 1 count of possession of a firearm during the commission of a felony.

He was sentenced to 7 years in prison ... a much lighter sentence than what he got in 2015, when the judge threw the book at him with a 20-year sentence. The Georgia Supreme Court overturned his conviction in 2018 and so the case went back to square 1.

And, get this ... Winfrey got credit for time served and set to be released, but Winfrey's lawyer, Steve Sadow, tells TMZ ... the reason his client hasn't been released involves an unrelated outstanding warrants case. Sadow wants to be clear ... Winfrey entered a special kind of guilty plea where his client maintains his innocence, despite pleading guilty.

As part of the sentence, he's also gotta pay $100k in restitution to Alvin Lewis, the bus driver.

TMZ broke the story ... Alvin accused Birdman and Young Thug of striking secret deals with prosecutors in the case. Alvin had said he found it unusual Cobb County prosecutors described Birdman and YT as co-conspirators in the alleged shooter's indictment but did NOT bring charges against them.

Alvin made no bones about it ... he claimed there was overwhelming evidence of complicity among Winfrey, Birdman and Young Thug ... evidence that includes phone records, recorded confessions, and promises of payment.

Sources close to Birdman had told us the rapper denied any involvement in the case. Young Thug has never commented publicly on the incident.

In the 2015 shooting, Alvin claims he suffered spinal cord, rotator cuff and psychological injuries when Weezy's bus was shot up in Atlanta.

Kanye West Democrats Spied On My Campaign ... Battle Brewing In Wisconsin

Kanye West is firing back at the Wisconsin Democratic Party, and now officially beefing with it ... accusing the Dems of spying on his presidential campaign.

Kanye's responding to a complaint in the Badger State asking officials to block Ye from the ballot due to allegedly submitting fake signatures and failing to get signatures in on time -- and make no mistake, he believes the WI Democratic Party is behind it.

In the docs, obtained by TMZ, Kanye claims the Dems hired a private investigator to track his signature-gathering street team ... as part of an "organized effort of harassment and intimidation" against his candidacy.

He also says the Dems spies merely wasted their time because they turned up nothing nefarious.

As we reported ... Kanye filed signatures and paperwork last week to get his name on the ballot for Prez in Wisconsin. He needed 2,000 signatures from registered voters in the state to get on the ballot, and his third-party petitioning group, Let The Voters Decide, helped him obtain the signatures.

Ye claims the complaint filed on Friday seeking to prevent him from getting on the ballot was submitted by a man who is widely reported to be a front for the Democratic Party. The complaint suggests Kanye's campaign submitted bogus signatures and includes affidavits from people who claim they were tricked into signing their names on Yeezy's paperwork.

So, what's next? We're told the state's Elections Commission will review the legal papers and make a recommendation -- about Kanye's slot on the ballot -- to a bipartisan panel of 3 Dems and 3 Republicans.

Kanye's already been booted off the ballot in his home state of Illinois, where election officials say more than half his submitted signatures were invalid -- and now he's trying to prevent that from happening in the far more politically important swing state of Wisconsin.

Rudy Giuliani believes Kanye West secretly wants Donald Trump reelected, and the former NYC Mayor seems to be saying Ye could spoil Joe Biden's chances.

We got the President's personal attorney Sunday in NYC and asked whether he thought Kanye's campaign could shake up the election. Rudy's hesitant to weigh in on Ye's bonafides ... but he does say Mr. West is still a fan of 45.

Rudy goes way further ... insinuating Kanye could be a surrogate for Trump to get the black vote. RG says Kanye is expressing the dissatisfaction African Americans feel about the way they've been treated and ignored for decades, specifically by Democrats.

Kanye has made it clear -- at least publicly -- he's not a spoiler ... that he's in it to win it. Nevertheless, in a close state, Kanye could become a deciding factor if he maintains 2% of the vote or higher.

Remember ... there are multiple reports Republican operatives are working to get Ye on the ballot in various states, including the swing state of Wisconsin.

So, whether Kanye believes it or not, the Trump camp may be banking on West as a secret weapon in a close election.

Kim and Kanye Touchdown in Miami ... Next Stop, Glamping

Kim Kardashian, Kanye West and their brood have left the Dominican Republic and just touched down in Miami ... and we're told this isn't the end of their make-or-break vacay.

They sure look like they're enjoying their time away ... at least on the surface. They spent a week in a fortress-like estate on a Dominican beach, as Kim and Kanye hashed out problems in their marriage.

We're told they're now heading west ... where the family will go glamping.

As we reported, their marriage is on the rocks, and this is the last hurrah to try and repair it.  Both Kim and Kanye clearly love their kids, so it's hard to look at this pic and figure out how much of it is for the benefit of the kids and how much is this about their relationship.

As we reported, although there's one subject that is not being discussed -- POLITICS -- Kanye spent time last week working on his Presidential campaign, vowing to win in November, and trying to qualify for the ballot in a number of states.

We told you Saturday there would be a big bash in Bev Hills, and it went down as advertised.

The house was packed with partygoers, including former UFC champ Chuck Liddell, Tyga, Logan Paul and Nyjah Huston.

The person who shot the videos says alcohol was flowing and weed was plentiful as people partied until 4 AM.

The party was indoors and out by the pool. There were even VIP rooms set up.

And, yes ... the masks were few and far between, and forget social distancing.

Sanders knows exactly what the process will be like, but in reverse -- the 31-year-old has made waves in the music industry off the court ... and even produced a song for PARTYNEXTDOOR.

"It's gonna be just like the music game. Me doing music, everybody laughed at me, everybody went at my head and challenged me ... and I had to go prove myself."

Sanders -- who recently told us he's working on making it back to the league as well -- says he loves the idea of joining forces with Cole on a team next year ... which could end up in some music collabs!!

Cardi B Posts BTS Video of Normani on 'WAP' Dancing with 'Motivation'

Cardi B's giving a lot of love to one of the famous female faces that appeared in her new music video -- giving fans a sneak peak at Normani's viral dance moves.

CB posted a video Saturday that showed behind-the-scenes footage of how the video for her new single 'WAP' was shot -- especially the dance solos featured by several different women ... including Fifth Harmony's Normani, who had the internet ablaze with her sexy number.

Turns out, the whole thing was shot on a green screen with the main song playing in the background. It's funny though ... Cardi was singing the lyrics to Normani's own song, "Motivation," over the 'WAP' beat -- giving her a little extra juice/hype for the performance.

Normani also posted incredible photo stills from the shoot -- and naturally, her fans (and her contemporaries) loved it. Her cameo was definitely one of the more notable standouts, according to Twitter anyway. Other appearances weren't as well-received, unfortunately.

As we reported ... the whole idea behind 'WAP' was women empowerment -- that's why Cardi and Meg had cameos from a bunch of different famous ladies across the entertainment industry, in an attempt to show solidarity.

Regardless of how some folks felt about each and every face that showed up, the video has proven to be a smash hit. It's got 42 million-plus views already, and it's steady climbing.

Kanye West wants you to donate to his campaign so he can become the 46th POTUS, and he's making the pitch by laying out his positions on various issues, and one thing's clear ... he's playing to both Democrats and Republicans.

Ye, who calls his platform, "Creating a Culture of Life," is seeking contributions ranging from $20 to a grand. As for his positions, the first is revealing ... "Restore faith and revive our Constitutional commitment to freedom of religion and the free exercise of one's faith, demonstrated by restoring prayer in the classroom including spiritual foundations."

That seems to be a cornerstone of his campaign ... freedom of religion, which for him includes a hard-line, antiabortion stance. This position clearly targets Republican voters.

But, then he pivots to the Dems, promising to reduce household debt and student loan debt. He also wants to restructure the educational system, by opening it up to "at-risk and vulnerable populations."

He takes a stand on policing, promoting policies that "treat all Americans the same, regardless of race, color, or ethnicity." And, he promises to protect the environment by promoting clean air and water as well as renewables.

And, then he pivots back to Republican voters, promising to "place Americans' best interest first and foremost." He also vows to "Maintain a strong national defense."

Kanye says he's not a spoiler ... he's in it to win it. This turn shows he's trying to win votes by traversing party lines.

Again ... in a close election, he could make a difference. The question ... who would he help and who would he hurt?

Nick was at LAX Friday when the photog asked him what he thought of Ye's run. Answer: "I love it!"

Now, the photog took it a step further and asked if he'll still be with Kanye when he casts his ballot, and Nick gave the semi-emphatic "Yes." We say semi because there's clearly a slight smirk.

On another subject ... Nick was asked about his recent troubles over some anti-Semitic comments. Nick has been earnest in attempting to educate himself ... even meeting with rabbis.

Kanye West and Kim Kardashian have had a rough few months, but there's still room for joy ... and that's exactly what they got when North busted a move, to the delight of her parents.

The family is in the Caribbean as Kim and Kanye try and work on their marriage, but on Friday night Ye was singing "Push The Feeling On" and then jumped out of his golf cart and started dancing. North then followed suit, jumping off the golf cart and joining in.

Kim's shooting the vid and she's laughing hard as Kanye and North do their dance-off. North jumps back in the golf cart as Ye runs alongside it.

Kanye posted the video Friday night, declaring, "IT’S FRI-YE-YE!!!"

We broke the story, Kim Kardashian and Kanye West are staying in a fortress-like estate with their kids to work on their marriage. Kanye has been active in his political campaign this week, posting campaign messages as his team tries to gather signatures to qualify for the ballot in a number of states.

Cardi B & Megan Thee Stallion Carole Baskin Rips New Music Video ... Big Cats Aren't Accessories!!!

Carole Baskin is picking a catfight with Cardi B and Megan Thee Stallion over their new music video, which she says sends a terrible message and is harmful to the future of big cats.

Carole tells TMZ ... the worst part of Cardi B's new music video is the way it glamorizes rich folk keeping tigers as pets, and she thinks it makes "every ignorant follower want to imitate by doing the same."

As we reported ... Cardi and Megan dropped the video to "WAP" Friday, and it's loaded with sexually suggestive imagery and lyrics, a Kylie Jenner cameo and tons of exotic cats, which is upsetting Carole.

While Carole is glad the cats likely weren't really in the room with Cardi and Megan -- only photoshopped in -- she says posing wild animals in front of green screens and using them in productions is unnatural and confusing.

Carole claims everything about the project points to producers working with one of the "big cat pimps" like Doc Antle or Mario Tabraue, who she believes mistreat cats ... something they strongly deny.

Bottom line for Carole ... nothing about "WAP" is good for big cats.

We've reached out to Cardi's team and the video's director who had no comment.

Kanye West Getting Booted Off Illinois Ballot ... 1,900 Signatures Tossed!!!

Kanye West's Presidential run just got a death blow, at least in Illinois, where election officials say more than half his submitted signatures are invalid ... and that means he's off the ballot.

TMZ broke the story ... multiple people stepped up to object after Kanye submitted his petition to get on the ballot in his home state. That triggered a review -- from the State Board of Elections -- of all the 3,128 signatures on his documents.

The tally is in, and 1,928 were ruled invalid ... which leaves Ye way more than a thousand short of the 2,500 needed to be a Presidential candidate on the state's ballots. What we don't know is what was wrong with the bad ones.

It could be any number of issues -- fake names, fake addresses, unregistered voters in Illinois -- or even simply an illegible signature.

Bottom line is Illinois will be officially removing him on August 21, or he still has the option to gracefully announce he's withdrawing.

Although Illinois isn't considered a swing state in the Presidential campaign, it's a big blow for Kanye ... not only because he's from Chicago, but he just boldly declared his "goal is to win."

Hell, he even posted his 2020 vision board, which included the number 46 ... as in the 46th President of the United States.

The road to the White House was already near impossible for Kanye ... but it just got a little bit harder.

Kanye West insists he's out to become America's 46th President, not just play spoiler for Joe Biden in the upcoming election -- that is, if you buy into his vision boards and ALL CAPS tweets.

The rapper's presidential campaign is facing increased scrutiny and skepticism lately, as various reports suggest it's being fueled by Republican political operatives working for President Trump to get Kanye on certain states' ballots ... in order to steal votes from Biden in November.

Kanye even seemed to indicate this is the case in his latest interview with Forbes when he didn't deny the spoiler accusation, but later he tweeted ... "THE GOAL IS TO WIN."

So ... he's sticking to being serious about winning, even if all signs point to him having no chance.

Kanye also shared his "2020 Vision" board, but it doesn't do much to clarify things.

Cardi B's long-awaited return to the rap game wasn't just a collab with Meg Thee Stallion -- the two got support from a bunch of famous ladies ... including Kylie Jenner.

Cardi's track, "WAP" dropped Friday with an accompanying music video all about female empowerment -- and to fully embrace that, CB enlisted some hot up-and-coming femcees in the game.

Normani, Rosalia, Mulatto, Sukihana -- all relatively big names in their own right -- are also featured in the video.

Kylie's cameo features the self-made-billionaire decked out in leopard print and strutting down a hallway. Sorry, no rapping or singing from Kylie. We're told the billionaire cosmetics mogul was included to reflect togetherness among women across the entertainment industry.

Our sources also say the video was shot the week before the Tory Lanez drama unfolded last month -- and that could explain why Meg was hanging out with Kylie the night she was shot in her feet. It would appear working on the song/video brought them closer together.

Cardi's fans have been hungry for new music for a while, and now they've got it ... with some visual bonuses.

Cardi was all over Instagram once the project dropped, she clearly took note of the outpouring of love and excitement over her first song in 9 MONTHS -- and she's clearly grateful for the fandom.

Milwaukee Alderman Blasts Republicans Over Kanye They're Trying to Steal Votes from Biden

A Milwaukee Councilman is slamming Republicans for what he believes is a trick to lure black voters in Wisconsin to cast their ballots for Kanye West and steal votes from Joe Biden ... but he predicts it will backfire.

Cavalier Johnson has been the Alderman for Milwaukee's 2nd district, and he's sounding the alarm for what he calls a "shameful, pitiful" ploy attempting to take advantage of a man struggling with mental illness.

There have been reports Republican operatives are behind Kanye's efforts to get on the Wisconsin ballot. As you know, Wisconsin was a swing state in 2016 and if it's close again, a spoiler like Kanye could make all the difference.

Johnson says ... "It’s hard to imagine how this president and the GOP could top the racism, xenophobia, white supremacy, COVID failures, apologies for Russia, pocketing millions in taxpayer dollars with visits to Trump-branded golf courses, etc.," but he accuses them of doing exactly that in Wisconsin.

Despite his outrage and disgust, the councilman doesn't think the plan will work, saying when the word gets out it will further unite the black community in support of Biden.

Kim and Kanye Politics Is Off-Limits ... Bigger Fish To Fry

Kim Kardashian and Kanye West have lots to discuss during their tropical island getaway geared at trying to save their marriage, but one topic is off the table -- politics.

Sources close to the couple tell TMZ ... Kim and Kanye aren't going to hash out any political differences while working out their family issues in a remote Caribbean location with their kids. In fact, we're told the couple hasn't talked politics in a long time.

Our sources say Kanye has made it clear to Kim he's continuing his bid for The White House ... and although there are lots of reasons (e.g., South Carolina rally) she may have problems with his run, it's a non-negotiable issue.

FACT: There is clearly a political divide between the 2 -- Kanye's pro-life, while Kim's worked for years with Planned Parenthood. Remember, Yeezy took some shots at Planned Parenthood in his bizarre Forbes interview and got strong pushback from PP.

So, despite politics being a source of conflict between the two, they will not resolve differences in that department as they work to repair their marriage.

As we first reported ... Kim and Kanye are holed up in an island fortress far away from the paparazzi as they try to salvage a marriage that seems to be on the ropes.

So, it sounds like Kim and Ye won't bring up President Trump, even though he praised them both Wednesday at The White House.

There is some common political ground between Kim and Kanye, though ... they're both on the same page when it comes to prison reform.
