Prosecutors charged Busfield with 3 felonies -- two counts of criminal sexual contact of a minor and one count of abuse of a child.

One week after Renee Good was killed by an ICE agent, a federal officer has shot another person during a targeted operation in Minnesota, authorities said.

Department of Homeland Security Assistant Secretary Tricia McLaughlin tells TMZ ... federal law enforcement officers targeted an undocumented migrant from Venezuela, pulling the man over during a Wednesday night traffic stop in Minneapolis.

McLaughlin said the man fled in a vehicle but eventually crashed into a parked car and then ran off. One federal officer gave chase and caught up to the man, who allegedly began assaulting the fed, according to DHS.

Two other people allegedly stepped out of a building nearby and attacked the federal officer with a snow shovel and broom stick, according to DHS.

The new allegation of sexual abuse against the embattled Timothy Busfield is from an alleged incident that happened a quarter century ago ... TMZ has learned.

Here's the deal ... prosecutors in New Mexico revealed Wednesday a new allegation against Timothy had come to light ... a man told cops his daughter was sexually abused by Timothy when she was 16 years old and auditioning for him at B Street Theatre in Sacramento, CA.

Timothy founded the theater back in the day, but the theater is distancing themselves from Timothy now ... and they tell us he hasn't been involved in the organization since 2001, when the alleged incident occurred.

Hailey and Justin Bieber are continuing to beef with TikToker Julie Theis ... slapping her with a cease-and-desist letter that claims she fabricated her story about their celebrity marriage.

TMZ obtained a copy of the letter written by the Biebers' attorney Evan Spiegel ... who writes that Theis posted "outrageous false, fabricated, and defamatory" statements online about the couple's marriage.

Spiegel also writes Theis uploaded TikTok and Instagram videos of herself claiming that Justin and Hailey's marriage was a great example of an abusive relationship stemming from drug addiction, and calls the allegations "highly damaging."
